Kyle, TX Special Events & Permits: Street Fair Rules (2026)

Section 11-246 of the Kyle City Code carves out an exception to the general outdoor sales restrictions in Section 11-245 for persons and businesses participating in a special program or festival that is sponsored or permitted by the city; that exemption runs for no more than ten consecutive days during the term of the festival and is intended to promote the local economy or community. Section 11-245 otherwise bars outdoor display or sale of goods in a residential area and prohibits deposit, display, or storage of merchandise on a sidewalk or public right-of-way except during a festival, homecoming, or other city-sponsored special event, or with council authorization at a posted meeting.

The same Section 11-246 exempts sales made under court order, sales by public officers acting within their duty, and outdoor storage or display of items such as bagged mulch, firewood stacked no higher than four feet, Christmas trees, and up to ten recycling collection containers of no more than 96 gallons each. Because Section 11-245's outdoor sales and sidewalk provisions sit within Article V of Chapter 11, the ten-day festival exemption applies citywide to any city-sponsored or permitted special program, not to a specific event location, and any festival vendor operating outside that ten-day window or without city sponsorship falls back under the general garage and outdoor sale rules of Sections 11-241 through 11-247.
