New Rochelle, NY Special Events & Permits: Parade Permits (2026)

Article V of Chapter 93, Assemblies, Public, was adopted as Section 7-49 of the 1965 General Ordinances and rewritten in its entirety February 14, 1973 by Ordinance No. 49-1973. Section 93-15A forbids any procession, parade, race or marathon from occupying or marching on a City street to the exclusion or interruption of other citizens' individual use of it, unless a written permit has been obtained from the City Manager; the National Guard, the Police and Fire Departments, and associations of veteran soldiers and sailors are exempt from that requirement.

Subsection B routes applications through the City Clerk's office, requiring at minimum the object, time and route of the event, and the application is reviewed by the Building Official, the Fire Commissioner and the Police Commissioner, who forward their recommendation to the City Manager for a final signature. Subsection C lets the Fire Commissioner and Police Commissioner designate how much street width the event may occupy, with special reference to crowded thoroughfares, and the event's chief officer must obey that designation once made. m. Section 93-17 sets the penalty for any Article V offense at a fine of not more than $250 or imprisonment of not more than 15 days, or both.
