Chapter 197, Parades and Flag-Raising Ceremonies, defines a parade broadly as "any parade, march, ceremony, show, exhibition, pageant or procession of any kind or any similar display in or upon any street, park or other public place" (§ 197-1). Section 197-2 requires a permit from the Chief of Police for any parade activity and a separate permit from the City Clerk for a flag-raising ceremony on public property. Section 197-3 exempts only funeral processions from the entire chapter. Filing deadlines differ by permit type under § 197-4: parade applications must reach the Chief of Police at least five days before the event, though the Chief may accept a late filing "when good cause is shown," while flag-raising applications must go to the City Clerk not less than 30 days but not more than six months before the date.

Section 197-5 spells out the required application contents, the applicant's and parade chairman's contact information, the date, starting point, route and termination point, the approximate number of persons, animals and vehicles involved, the hours the parade will run, whether it will occupy the full street width, and the location and assembly time of any staging areas.
