Plantation, FL Special Events & Permits: Parade Permits (2026)

Section 27-306 governs public assembly-style commercial events in Plantation and defines a Carnival as a commercial enterprise, not-for-profit entity, or public entity whose revenue flows to private owners or operators as intended profit, and which includes sideshows, games of chance, hawkers, barkers, rides, games, and refreshments operated by vendors, many of whom are nonresident and transitory. Before hosting a carnival-type event, the applicant must obtain event approval in advance from the Administration. The Administration can attach conditions and safeguards to that approval, including the specific dates and times of operation, and must give due consideration to the advice of the City's public safety departments and the Planning, Zoning and Economic Development Department (PZED) before granting it.

Rides are not automatic: they may be permitted only at the Mayor's discretion, and only if the applicant separately obtains the required State and local permits and inspections for the rides themselves. Approved carnival activities may be conducted wholly outdoors. If the Administration denies or conditions an application in a way the applicant disagrees with, the applicant's only recourse under this section is to ask the City Council for a discretionary review of the Administration's decision; there is no independent appeal to a hearing officer or the courts built into the section itself.

The section also defines a companion term, Noise-Controlled, requiring that amplified sound at any approved event be capable of having its volume reduced on request from the Police Department, which applies to carnival entertainment as well as the other event categories the section regulates.
