South Fulton, GA Special Events & Permits: Parade Permits (2026)

Section 11-5007 governs demonstrations, parades, marches and processions in the City of South Fulton, treating them as a category of special event that additionally covers activity on city streets, sidewalks and rights-of-way. The section defines a 'demonstration' and a 'parade, march or procession' identically: a group of five or more vehicles, ten or more persons, or a combination of three or more vehicles and five or more persons, moving together in a way that significantly affects traffic or the ordinary use of the streets, sidewalks, rights-of-way or parks.

Under subsection (2), it is unlawful for anyone to take part in such an event without first obtaining a written permit from the department of community development services. Subsection (3) requires the written application to be filed at least 72 hours before the proposed event, signed by the organizer or an authorized agent, on forms the city provides. If the route passes through a city park, subsection (4) requires the parks and recreation director's approval as well, and the department sets the time, place, route and destination after weighing the applicant's request against street conditions and expected traffic.

Subsection (5) commits the city to issuing a permit rather than withholding it arbitrarily, giving full consideration to traffic conditions and available police staffing, and subsection (6) requires a police vehicle to precede the procession where appropriate, with officers assigned whenever the chief of police deems it necessary. Funeral processions are expressly excepted from the entire section under subsection (7).
