Section 100.06(A) requires a special event permit for any event held on nonresidential Private Property when it substantially inhibits the usual flow of pedestrian or vehicular traffic on surrounding streets, sidewalks, alleys or Public Parks, or is anticipated to attract 50 or more people; the everyday use of the property needs no permit. Section 100.06(A)(1) lists parades by name among the covered event types, alongside festivals, carnivals, concerts, walks, races and fundraising sales, and caps the maximum duration of any such event at three days.

An applicant may hold no more than one such event per property per month under Section 100.06(A)(3), and mechanical rides and privately owned, profit-oriented carnivals are separately barred under Section 100.06(B). Section 100.07(A)(1) then sets the procedural clock: applications must reach the City Manager no later than 30 days before the event, though the City Manager may waive that window for time-sensitive events if the applicant gives up the right to appeal and the City can still prepare with shorter notice. The application itself must disclose the organizers, expected attendance, traffic and crowd-management plans, sanitation and waste plans, and proof of insurance with minimum limits including $1,000,000 in general liability per occurrence and $50,000 in fire damage coverage, plus a non-refundable application fee and a security deposit sized to the estimated cost of policing and site restoration.
