Section 100.04(C) covers facility use permits: they may be issued for activities that are generally private in nature, involving fewer than 50 persons and not open to the public, such as reserving an athletic field, a shelter area or an indoor recreational facility. Permit holders must keep the facility accessible for city inspection, return it to its original condition, and reimburse the City for any maintenance, repair or cleanup costs; fees are set by resolution of the City Commission rather than fixed in the Code text itself.

Once an event crosses the 50-person threshold, or otherwise involves closing a right-of-way, erecting a stage or tent, using amplified sound, or filming, Section 100.04(D)(1) requires a Public Property special event permit instead, covering activity on any public facility, Public Right-Of-Way or Public Park. The Code also caps how often the city will disrupt traffic for events: no more than six activities requiring lane reductions or right-of-way closures are allowed per calendar year under Section 100.04(D)(2), and applications for a Public Property event permit may be filed up to 270 days ahead under Section 100.04(D)(3).

Noise generated under either permit type is independently governed by Chapter 52 of the Code, and a violation of those noise limits is grounds for the City Manager to revoke the permit outright rather than simply issuing a citation.
