Yuba City, CA Special Events & Permits: Parade Permits (2026)

Title 4, Chapter 13 defines a "parade" broadly as any parade, march, ceremony, show, exhibition, pageant, procession, or similar display in or upon a City street, park, or other public place (Sec. 01). Sec. 02 makes it unlawful and a misdemeanor to engage in, participate in, aid, form, or start such a parade without first obtaining a permit from the Chief of Police, with funeral processions as the only exception. An application goes to the Chief of Police (Sec. 03) and, under Sec. 04, must be filed between five and 30 days before the event, though Sec.

05 lets the Chief accept a late application for good cause. Sec. 06 requires the application to list the organizer, the parade chairman, the date, the route with starting and ending points, the approximate number of people, animals, and vehicles involved, and the assembly location and time. Sec. 07 sets the approval standard: the parade must not substantially interrupt traffic, interfere with fire or police protection or firefighting access, risk injury or disorder, or run without reasonable expedience along its route. The Chief must act within three working days (Sec.

08), and a denial can be appealed to the City Council within ten days (Sec. 09); the Chief can also offer an alternate date, time, or route instead of an outright denial (Sec. 10). Permit holders must carry the permit and follow all conditions during the event (Sec. 13), and the Chief can restrict parking along the route (Sec. 15).
