Section 9-2.14 sits in Chapter 2 of Title 9, the park-use rules the City adopted by Ordinance 01-98 (effective May 21, 1998). It targets any company, society, social organization, social club, or other organization of persons that wants to hold a picnic, celebration, parade, religious service, exercise class, or similar recreational activity with 25 or more participants in a Yuba City park or recreation area: the group must first get a reservation from Yuba City Leisure Services, whose office is in City Hall at 1201 Civic Center Boulevard, the same office named in the adjoining amplified-sound permit rule at Section 9-2.12. Running the event without that reservation is expressly made unlawful and a misdemeanor, and the section separately makes it unlawful for any individual participant to take part in an event held in violation of the reservation requirement, so both the organizer and attendees are exposed.

Because 9-2.14 declares the violation a misdemeanor rather than the default infraction, the penalty runs through Section 1-2.03: conviction carries a fine of not more than $1,000, imprisonment in the county jail for up to six months, or both. Enforcement of the chapter's penal provisions, including this section, is assigned to the Yuba City Police Chief under Section 9-2.30, while the Director of Public Works handles the chapter's operational side. The reservation requirement applies on top of any other park permit needed for the same event, such as the alcohol permit for Sam Brannan or Gauche Aquatic Park under Section 9-2.15 or the amplified-sound permit under Section 9-2.12, so a large gathering that also wants music or alcohol needs multiple sign-offs from Leisure Services before it can proceed.
