Sec. 11-34(2) makes it unlawful to initiate, sponsor, organize, promote, conduct or advertise a public assembly gathered in a park or recreational area without a permit from the director, with a separate permit required for each assembly and a clearly stated time period; the section carves out events conducted primarily for First Amendment speech or assembly. Sec. 11-31 separately requires reservations for picnic shelters, which must be obtained in advance for a specific time and duration and remain subject to the conditions in the shelter permit itself.

To apply, Sec. 11-35 requires a written application giving the sponsor's name and address, the type of permit and proposed activity, the requested date and hours, the specific park or facility, the expected number of attendees, and any special circumstances. Sec. 11-36 directs the director to issue the permit if the facility is available and not already reserved, and if the proposed use fits the park's purpose without unreasonably interfering with public enjoyment, endangering public health or safety, risking violence or disorder, or requiring unusual expense for supervision, maintenance, cleanup or police protection.

Sec. 11-37 gives the director 5 days to approve or deny an application, requires written reasons for any denial, and lets an aggrieved applicant appeal in writing to the city manager within 7 days of the denial. Sec. 11-38 lets the director attach special conditions to any permit and authorizes revocation for a rule violation or other good cause, and permit holders must indemnify the city against claims arising from their own negligence.
