Commerce City, CO Special Events & Permits: Park Event Permits (2026)

Commerce City's Land Development Code treats an organized event as a temporary use, and table V-4 in article V lists which temporary uses need a permit before they can occur. Sec. 21-3217(2)(a) specifically routes any organized event proposed for a public park to the director in charge of the city's parks, who reviews the application and is authorized to approve, approve with conditions, or deny it. A decision must be issued no later than 30 days after a complete application is received. Under Sec. 21-3217(3), the permit can only be approved if the event complies with the comprehensive plan and other adopted city standards, will not cause a substantial or undue adverse effect on adjacent property, the neighborhood, traffic, parking, or public improvements, the site is physically suitable in size, shape, location, and topography, and the event will not overburden city services and facilities without the applicant committing to provide what is needed.

The director also weighs the applicant's compliance history and confirms no permanent site alterations are expected. Once issued, the permit fixes the operating dates, and Sec. 21-3217(4) makes it unlawful to run the event, or allow it to run, outside the dates and times printed on the permit. Events proposed partly or wholly within a public street instead go to the city engineer, and events spanning both a park and a street are split between the city engineer and the parks director depending on the event's primary location.
