Highland, CA Special Events & Permits: Park Event Permits (2026)

Section 12.06.060 of the Highland Municipal Code gives the city manager or the manager's designee the authority to issue permits for the exclusive temporary use of specified recreational areas or other areas by groups that want to engage in specified activities. The permit is discretionary: the code says the manager can issue it, pursuant to rules and standards adopted by the City Council. Section 12.06.050 adds that the council can adopt rules and regulations for any permit under the chapter, and that every such permit is issued by the city manager or designee. The section quoted here prints no fee, deposit or application deadline, so those details sit in council-adopted rules outside the text of the code.

Other permits in Chapter 12.06 apply to specific park activities. Under § 12.06.030, holding or engaging in a musical concert or other musical event needs a permit issued by the city. Selling or offering merchandise needs a written city permit or council agreement, and the seller must also hold the necessary business license or permit and display it on request. Parking or standing a vehicle outside a designated parking area, or driving off roads, trails and driveways provided for that purpose, needs a city permit, and vehicle speed in a park is capped at five miles per hour. Amplified sound cannot be audible at a distance of more than 50 feet.

Parks in the City of Highland are open between 6:00 a.m. and 10:00 p.m. unless the City Council adopts alternate hours (§ 12.06.080). Alcohol is banned in parks under § 12.06.070. Section 12.06.150 leaves camping rules out of the chapter where the city has designated the area and the activity has been permitted as a temporary use or special event, or where the city sponsors or conducts the gathering.
