La Habra's park rules chapter, Chapter 12.28, does not use the words 'facility reservation,' but it reaches the same result through its sound amplifying equipment permit. Section 12.28.100 bars anyone from using electric or other sound amplifying equipment in a city park without a permit, and specifies that once issued, the permit authorizes not just the amplified sound but 'the exclusive use of the facility for the group for which the permit is obtained.' That exclusivity clause is the mechanism a family reunion, church gathering or community group actually relies on to reserve a picnic shelter or park area against other park users for its event.

The permit does not authorize a 'loud or raucous noise' regardless of the equipment used. Separately, § 12.28.120 requires a permit for any overnight camping in a park, but restricts those permits to a 'recognized youth group of a character-building nature,' camping as a group at a designated facility under the supervision of an adequate number of responsible adults; the community services department issues and administers both permit types. Other park rules apply regardless of any event permit: § 12.28.110 bars commercial solicitation and the sale of goods in a park except for department-sponsored literature, city-leased concessions, or voluntary contributions collected from spectators at an athletic game with department approval, and § 12.28.140 bars smoking anywhere in a city park, a park parking lot, or within 20 feet of either.
