City Code section 6-9-3(A) gives the city manager or a designee authority to require a permit or license before certain park activities happen, listing guaranteed reservations, consumption of alcoholic beverages, fishing, boating and special events as examples, using 'including, but not limited to' language that leaves room for other activities. The city manager can attach a fee to the permit and, separately, require a monetary damage or cleanup deposit sized to cover unusual or extraordinary expense the event might cause the City. When the permitted use ends, the area has to be restored to a litter-free condition; if cleanup or repair costs run past what normal use would cause, the City bills the user for the difference, with any deposit applied first.

Alcohol at a permitted event is further limited by subsection (K) to malt and vinous liquors, meaning beer and wine, and only with the city manager's express written consent; permits for public meetings of 25 or more people addressed by a speaker are handled separately under section 6-9-2(E). Because 6-9-3 does not set its own penalty, holding an unpermitted reservation, alcohol event or special event in a Littleton park falls back to the citywide general penalty at Code section 1-4-1.
