Port Orange, FL Special Events & Permits: Park Event Permits (2026)

Section 50-31 of the Port Orange Code, last amended by Ordinance No. 2016-2 on March 15, 2016, sets the permitting framework for using city recreation facilities for organized activities and events. Subsection (b) requires that any such use obtain a permit, with the application made directly to the recreation department; the department gives priority in the following order: its own operations, parks and recreation partners, citywide nonprofit organizations such as Scouts, private nonprofit-generating groups, and finally private profit-generating users such as personal trainers. Rental fees, charges and deposits are not fixed in the Code itself but are established by resolution of the city council under subsection (g), and those rates are subject to state sales tax; rental rates may bundle in fees for city staff, including parks and recreation, police, fire and public works personnel, plus city services and contractors, and the rented time must include set-up and clean-up.

Subsection (h) caps how far in advance an event can be booked: facilities may be reserved no more than 12 months ahead, and the applicant must place a deposit set by council resolution. Payment of all fees, less any deposit, is due at the issuing office at least 14 days before the scheduled use under subsection (j), and an applicant delinquent on any money owed to the city cannot rent a facility. Cancellation terms in subsection (k) give a renter a full deposit refund if canceling at least 30 days out, but cancelling within 30 days forfeits the entire deposit; the department may still make later cancellations for extreme necessity.
