Vista, CA Special Events & Permits: Park Event Permits (2026)

Chapter 12.13 defines a 'Park Event' as a demonstration, assembly, festival, fair, concert, or similar gathering of 25 to 300 people at the same time for a shared purpose in any City-owned or City-controlled park, including parking lots (§ 12.13.020.E-F). A 'Major Park Event' involves pyrotechnics or other hazardous activity, or a planned or likely attendance over 300 (§ 12.13.020.D). No Park Event or Major Park Event may include alcohol sales, service, or consumption in a park adjacent to an elementary, middle, or high school while that school's recreational facility or program is operating (§ 12.13.010.D).

Indoor events, City-sponsored or co-sponsored events, and spontaneous unadvertised gatherings without amplified sound or alcohol are exempt (§ 12.13.010.E). Applications go to the City Manager at least five business days ahead for a Park Event, or ten business days for a Major Park Event (§ 12.13.030.B), and must include the organizer's contact information, event description and expected attendance, dates and times, equipment and sound plans, sanitation needs, first-aid arrangements, and a fully refundable cleaning deposit set by City Council resolution (§ 12.13.030.C). The City Manager must issue the permit unless the application is incomplete or false, duplicates a reservation already granted for the same time and place, would unduly burden roadway access, would unreasonably interfere with fire, police, or public safety, or the crowd would exceed the designated park area's capacity (§ 12.13.050.A).

The City Manager can revoke a permit at any time for inclement weather that would damage the park, an unmet permit condition, an undisclosed sponsor, or a threat to public health or safety (§ 12.13.080).
