Section 6-1(b) requires the permit application to list every event worker's name, Social Security number, date of birth, address, driver's license number, sex and race, which the police department runs through a computer background check (§ 6-1(c)). 00 fee per individual to cover the checks and the picture identification cards the police department issues to approved workers; only people on the approved list may work the event (§ 6-1(d)). Under § 6-1(e), the organizer cannot employ, or let its contractors employ, anyone lacking good character and reputation or anyone convicted of a felony under federal, Louisiana or any other state's law.

At least ten days before the event, the police give the organizer the names of any disqualified workers, and the organizer has two days to withdraw them and confirm they will not work; failing to withdraw an unqualified worker results in denial of the permit (§ 6-1(f)). The mayor may, for good reason, let an organizer file less than 30 days out, but may never waive the background-check requirement (§ 6-1(g)).
