003 sets the enclosure specifications: the barrier must run at least 48 inches high measured from the ground on the side away from the pool, and no opening under it may let a four-inch sphere pass beneath. Where the enclosure uses horizontal and vertical members spaced at least 45 inches apart, gaps between members may not pass a four-inch sphere; if the horizontal spacing is under 45 inches, the tighter 1-3/4-inch sphere test applies instead, and decorative cutouts anywhere in the enclosure are held to that same 1-3/4-inch limit.

Chain-link fencing is barred outright for any new pool yard enclosure built after January 1, 1994, along with diagonal fencing members lower than 49 inches. 004 governs gates: each gate must self-close and self-latch, take a padlock or a built-in key, card or combination lock, and swing outward away from the pool yard. The latch normally sits at least 60 inches above grade, but can drop to 42 inches if the gate can only be opened by key, card or combination from both sides, or lower still if the latch sits on the pool side within three inches of the gate top with no opening greater than half an inch within 18 inches of it.
