Cook County requires pool barrier fencing of at least 48 inches with self-closing, self-latching gates per the adopted International Residential Code. Barrier openings must not exceed 4 inches. Gates must open away from the pool area.
The 2009 International Residential Code adopted under Cook County Chapter 102 mandates barrier fencing around all residential swimming pools. Barriers must be at least 48 inches high measured from the finished ground level on the outside of the barrier. Openings in the barrier must not allow passage of a 4-inch diameter sphere. Gates must be self-closing and self-latching, opening outward away from the pool. The latch release mechanism must be at least 54 inches above the finished ground or on the pool side of the gate. Above-ground pools may use the pool structure itself as part of the barrier if it meets height requirements, with ladder/step removal when not in use. Cook County Health Department conducts pool safety inspections as part of the permitting process.
