Hayward requires swimming pools over 18 inches deep to be enclosed by a barrier at least 60 inches high with self-closing, self-latching gates, following California H and S Code 115920.
Hayward enforces the California Swimming Pool Safety Act (Health and Safety Code sections 115920 through 115929). Residential pools deeper than 18 inches must have an enclosure at least 60 inches high measured from the outside, with no gaps greater than 4 inches, no openings a 4-inch sphere can pass through, and no climbable features within 45 inches of the top. Gates must open outward away from the pool and be equipped with self-closing and self-latching hardware, with latches at least 60 inches from the ground. When a house wall serves as part of the barrier, doors leading to the pool area must have alarms or self-closing mechanisms. California now requires at least two of seven listed safety features on new pools.
