Harris County follows the 2018 International Swimming Pool and Spa Code (ISPSC) and the 2015 International Residential Code (IRC) for pool barrier requirements. All residential swimming pools must have: (1) barriers at least 48 inches high on all sides; (2) no openings, gaps, or spaces greater than 4 inches; (3) no climbable features (horizontal rails, chain link with large mesh); (4) self-closing and self-latching gates with latches at least 54 inches high or on the pool side of the gate; (5) gates opening away from the pool. House walls can serve as part of the barrier if all doors have alarms or self-closing mechanisms. The Texas Neighborhood Nuisance Abatement Act also addresses unprotected swimming pools as nuisances β abandoned or unfenced pools lacking proper barriers (4+ feet high with child-proof latches) or covers can be cited by Harris County Public Health.
