South Fulton Zoning Ordinance Sec. 303.17(b) requires every swimming pool to be completely surrounded by an enclosure. South Fulton sets a city-specific pool barrier standard in Sec. 303.17(b): "All swimming pools shall be completely surrounded by an enclosure," which must be "a fence, wall, or building, to prevent access to the pool by unsupervised children and/or animals." The ordinance specifies the enclosure "shall be an effective fence or wall not less than 5 feet high with self-closing, positive-latching gates provided on the outer side of the deck area." It also requires that "The enclosure entrance shall be locked when the pool is not open for use and all surrounding objects or structures must have a separation of 5 feet from the enclosure to provide an unclimbable space." The enclosure "shall be in place prior to pool completion." Note South Fulton's 5-foot (60-inch) minimum is stricter than Georgia's mandatory ISPSC barrier minimum of 48 inches above grade; where two rules differ, the more restrictive applies. Georgia's ISPSC (mandatory statewide) further requires that pedestrian gates open outward, be self-closing and self-latching, with the latch release at least 54 inches above the floor for residential pools, and ground clearance under the barrier not exceeding 2 inches over non-solid surfaces (4 inches over solid surfaces). General residential fences in South Fulton may not exceed 8 feet (4 feet in a front yard) per Sec. 406.02.
A pool without a compliant 5-foot enclosure, self-closing/positive-latching gates, or required clearances violates Sec. 303.17 and the mandatory state ISPSC. This can trigger stop-work, denied final approval, and code-enforcement action. Confirm current penalties with the city.
