Blue Springs, MO Swimming Pools & Spas: Pool Permits (2026)

Blue Springs City Code Chapter 510 governs every private, semiprivate and public pool in the city. Section 510.060 splits the rule into two parts: Subsection A makes it unlawful to proceed with construction, installation, enlargement or alteration of any swimming pool or its appurtenances until the Community Development Department has issued a permit, and Subsection B ties the fee to Section 500.030 rather than fixing a dollar amount in the pool chapter itself. Before that permit is issued, Section 510.070 requires drawings and plans drawn to a scale no smaller than one-eighth inch to the foot, showing distances, existing structures, overhead and underground utility lines, and the pool, walk, fence, water supply and drainage systems for Community Development's review of location and construction.

Section 510.050 layers on a siting rule enforced through the same permit review: pools and their decks must sit in the rear yard, stay at least eight feet from any side or rear property line, and keep pumps and filtration equipment the same eight feet back. The Codes Administrator, under Section 510.030, is responsible for carrying out the chapter. Section 510.040 sends violations to the general building penalty at Section 500.040, which in turn punishes under Section 100.080(C): a $200 fine for a first municipal ordinance violation, rising to $275, $350 and $450 for later violations within twelve months, or up to ninety days in jail.
