Blue Springs, MO Swimming Pools & Spas: Fencing & Safety Requirements (2026)

Section 510.100 of the Blue Springs City Code sets the barrier standard that every outdoor pool, spa and hot tub must meet. Subsection A requires a permanent fence, wall, building wall or combination that completely surrounds the pool, standing at least six feet high measured on the barrier's exterior side, though an approved lock-down cover can substitute for the six-foot barrier on spas and hot tubs. Subsection B bars any opening, hole or gap large enough for a four-inch sphere to pass through, the standard measure used to stop a small child from squeezing in.

Subsection C requires support posts to be decay- or corrosion-resistant and set in concrete bases. Subsection D governs gates specifically: every gate must take a locking device, self-latching gates must positively close from a still position three inches from the gate post, all pedestrian access gates must be self-closing and self-latching, and the latch itself must sit at least fifty-four inches above grade or otherwise stay out of reach of small children. The Codes Administrator enforces the chapter under Section 510.030, and Section 510.040 makes any violation punishable under the Chapter 500 building penalty, Section 500.040, which in turn applies the Section 100.080(C) fine schedule running from $200 for a first offense up to $450 for a fourth or later offense in a year.
