Section 12-502(1) requires a permit before work commences on the construction of a swimming pool, and it applies equally to any alteration, addition, remodeling, repair, or other improvement exceeding $100. The application goes in writing to the Chief Building Official and must include two sets of plans and specifications plus explanatory data covering design, operation and maintenance, judged against the health and safety standards in Chapter 12-500. Section 12-502(2) spells out what those plans must show: the general layout of the entire building lot, the pool's length, depth and width, the pool deck and appurtenances, distances from the lot lines, water supply systems, buried sewers and sewage disposal systems, and any utilities or other contamination sources within 50 feet of the pool, drawn to a scale no smaller than one-fourth inch to the foot.

Pipe diagrams showing the material and size of every pipe, inlet, outlet, and circulation line are also required, along with the source of water supply. Section 12-503 sets the permit fee at the rate the Uniform Building Code establishes for building permits, with proceeds going to the General Revenue Fund. Section 12-504 requires that construction match the approved plans exactly, and any deviation triggers a supplementary plan submission for approval before the work can proceed. The 'swimming pool' definition in Section 12-501(1) is broad: any structure for swimming, recreational bathing or wading containing water over 24 inches deep, covering in-ground, above-ground and on-ground pools, hot tubs, spas and fixed wading pools, so most residential pools and many hot tubs trigger the permit requirement.
