Lenexa, KS Swimming Pools & Spas: Pool Permits (2026)

Lenexa City Code Section 4-8-M-1 adopts the International Swimming Pool and Spa Code (ISPSC), 2018 Edition, with Appendices A, B, and C. Section 4-8-A-2 makes it the controlling code for the design and construction of aquatic recreation facilities, swimming pools and spas. Section 4-8-M-2 repeals ISPSC Section 105 and replaces it with a single rule: permit administration follows Chapter 1 of the International Building Code as adopted by the City.

The permit trigger is Section 4-8-A-4. Any owner or authorized agent who intends to construct, enlarge, alter, repair or move a structure must first apply to the Building Official and get the permit and licenses. The only pool exemption covers prefabricated swimming pools accessory to a single family dwelling, duplex or townhouse that have a sidewall height of 30 inches or less, hold no more than 5,000 gallons, and sit entirely above ground. An in-ground pool, or a larger or taller above-ground pool, needs a permit. Exemption never authorizes work that violates the code or any other City ordinance.

The application must describe the work and the land, state the valuation, include construction documents and carry a current Lenexa occupational license number. Contractors also need a Johnson County contractor license, though an owner who will occupy a one- or two-family home can obtain the permit personally. Pool demolition follows Chapter 1 and Chapter 33 of the International Building Code under Section 109.1 of the pool code.

Section 4-8-M-3 sets a local barrier rule where a dwelling wall forms part of the pool barrier. For one- and two-family homes, operable basement and grade level windows with a lock height under 48 inches, and all doors, need a whole house security system or approved alarm that sounds when opened. Other buildings need a UL 2017 water hazard entrance alarm. A safety cover listed under ASTM F1346 or self-closing, self-latching doors are the alternatives.

A permit is not valid until the fee is paid. An application is abandoned 180 days after filing unless pursued, and permits for single family dwellings, duplexes and townhouses expire 2 years after issuance.
