Lenexa, KS Swimming Pools & Spas: Fencing & Safety Requirements (2026)

Section 4-1-B-24-F-13 of the Lenexa City Code, in the accessory uses chapter of the Unified Development Code, sets the barrier rule. Outdoor swimming pools, hot tubs and spas must be enclosed by a fence or wall with a self-latching gate. The fence or wall needs a minimum height of 4 feet and must be built so a 4 inch diameter sphere cannot pass through it. Enclosing the entire yard that contains the pool, hot tub or spa in accordance with these requirements satisfies the intent of the subsection. For hot tubs, a rigid cover latched in place when not in use is permitted in lieu of the required fencing.

The same paragraph also sets location and size limits. Pools, hot tubs and spas must be set back at least 5 feet from all side and rear lot lines, measured from the water's edge, and cannot exceed the size of the dwelling unit.

Section 4-8-M-3 adds a second layer where the house itself forms part of the barrier. It deletes Section 305.2.4 of the International Swimming Pool and Spa Code and amends Section 305.4 so that, where a wall of a dwelling or structure serves as part of the barrier and doors or windows open directly to the pool or spa, one of four protections is required. For one- and two-family dwellings, operable basement and grade level windows with a lock height under 48 inches above the indoor finished floor, and all doors, need a whole house security system or other approved alarm that sounds when opened. Other buildings need a listed water hazard entrance alarm meeting UL 2017. The third option is a safety cover listed and labeled to ASTM F1346. The fourth is an approved means of protection, such as self-closing doors with self-latching devices, giving protection not less than the first two options.
