Smyrna, GA Swimming Pools & Spas: Pool Permits (2026)

Section 18-9 of the Smyrna Code of Ordinances adopts the Standard Swimming Pool Code, latest edition as adopted by the state, promulgated by the Southern Building Code Congress of Birmingham, Alabama. The stated purpose is minimum standards for the design, construction or installation, repair or alterations of swimming pools, public or private, and equipment related to them, including permits. Not less than three copies of the pool code are on file in the office of the building inspector, and the code controls the construction of all swimming pools within the corporate limits of the city.

Section 18-9 does not print a fee or an application form. Those details sit in the adopted pool code, which the section incorporates as fully as if set out at length. Section 18-11 adds two limits on any permit that is issued: a permit or plan approval is not an approval of a violation of Chapter 18, and the enforcing officer can still require correction of errors in the plans and prevent building operations that violate the chapter or any regulation of the city. A denial of a building permit or other adverse decision by the building inspector can be appealed to the Mayor and Council under § 18-37.

The zoning ordinance adds its own pool conditions in Appendix A § 501.9: an accessory use swimming pool with a minimum depth of two feet needs written approval of the county health department, and a woven wire (chainlink) fence or similar structure at least four feet in height must surround the pool, with any gate opening to the exterior equipped with a bolt latch operated from the inside of the fence. Those rules apply only to a permanent type pool attached to or within the ground.
