LEMC 15.36.050 lets an approved ASTM F1346-91 safety cover replace the fence barrier, with the powered-cover control mounted at least 54 inches above grade. House doors with direct pool access must be self-closing and self-latching, or have an 85-dBA door alarm.
Under LEMC 15.36.050, outdoor pools with electrically operated or manual tracking safety covers complying with ASTM F1346-91 need no other barrier; a powered cover's control must be mounted at least 54 inches above grade. Where a dwelling or accessory wall serves as part of the barrier with doors giving direct pool access (LEMC 15.36.050.D), those doors must have one of: a self-closing self-latching device with release 54+ inches high; an alarm producing 85 dBA at 10 feet, activating within 15 seconds, with a 54+ inch manual reset; or another equivalent means. These mirror California's Swimming Pool Safety Act (Health & Safety Code 115922).
Failure to maintain a compliant barrier, door alarm, or safety cover is correctable by the enforcement agency under Title 15 LEMC and creates civil liability. Door alarms must automatically reset and may be battery-operated or wired.
