When a barrier is required (LEMC 15.36.050.A), its top must be at least 60 inches above grade measured on the side facing away from the pool, with a maximum 2-inch clearance at the bottom (4 inches over a solid surface like a concrete deck). Where horizontal members are under 45 inches apart, they go on the pool side and vertical spacing cannot exceed 1-1/4 inches; openings must not pass a 4-inch sphere. Chain-link openings cannot exceed 1-1/4 inch square unless slatted (LEMC 15.36.050.B). Access and separation-fence gates must meet the same standards, open outward away from the pool, and be self-closing and self-latching (LEMC 15.36.050.C). These rules implement California's Swimming Pool Safety Act (Health & Safety Code 115922-115923).
A non-compliant or missing barrier is correctable by the enforcement agency under Title 15 LEMC and exposes the owner to abatement and civil liability. Gates other than pedestrian gates must have lockable hardware.
