When a building permit is issued for a new pool or a pool remodel at a private single-family home, the pool must have at least two of seven approved drowning-prevention features: an isolating enclosure meeting the city's design standard; ASTM F2286 removable mesh fencing with a self-latching lockable gate; an ASTM F1346 safety cover; ASTM-compliant exit alarms on doors and windows; self-closing/self-latching devices with a release at least 54 inches high on doors accessing the pool; an ASTM F2208 pool alarm; or an equivalent approved measure. Certain combinations do not count as independent layers. Self-contained spas are exempt if equipped with a listed ASTM F1346 locking cover. Pools must also have anti-entrapment protection per Health & Safety Code Section 115928.
