Yorba Linda, CA Swimming Pools & Spas: Pool Permits (2026)

Section 15.32.010 adopts the Uniform Swimming Pool, Spa and Hot Tub Code, 2024 Edition, published by the International Association of Plumbing and Mechanical Officials, as the City's governing pool code, amended locally at Sections 15.32.020 through 15.32.100. New Section 108.1, added at § 15.32.020, requires every new pool, spa or hot tub to comply with the code before construction: plans submitted to the City must show compliance with all applicable codes and ordinances, and final inspection and approval is withheld until the project meets every requirement.

Plot plans under 104.3.1.1 must be drawn at a scale no smaller than one-eighth inch per foot and must show property lines, easements, Yorba Linda Water District easements, flood zones, abandoned or active oil wells, all existing and proposed structures within the pool area, and setback and clearance dimensions from the pool to every structure. Mechanical equipment must sit at least fifteen feet from any habitable opening on an adjacent property. Under 108.1(B), a builder must provide a deck at least five feet wide, measured from the waterline, sloped to drain away from the pool, and under 108.1(D) the required safety enclosure must comply with Section 3109 of the 2025 California Building Code before the pre-plaster inspection and before any water goes in the pool.

Pools built on or adjacent to slopes must meet Section 1808.7 of the California Building Code for foundations. Section 104.4.3 gives a permit application 180 days to be issued before it automatically expires, and an issued permit becomes invalid if work has not started within 12 months or is abandoned for 180 days. Table 104.5, the printed pool permit fee table, is deleted from the code and replaced by the fee resolution the City Council adopts.
