44, adds a flat local ban on flavored tobacco on top of the point-of-sale rules that already apply to every retailer in the city. 020(A) through (D) require a compliant state warning sign, photo-ID age verification for anyone who appears under 21, original manufacturer packaging with health warnings, and vendor-assisted sales only, banning self-service displays and vending machines.
