Under BMC 11.28 and Zero Waste Division operational rules, refuse, recycling, and organics carts must be set at the curb in front of the generating property, not in the street or on neighbors' frontage. Carts must sit on a flat surface with wheels and handles facing the residence so the automated side-loader can grab the lip. The City requires approximately three feet of clearance between each cart and from trees, mailboxes, signs, and parked vehicles. Carts cannot be stored at the curb between collection days and must be returned to a side yard, rear yard, or garage area screened from public view. Overfilled carts (lid not closing flat) or carts with the wrong material may be tagged and skipped. Multi-family buildings with shared enclosures must maintain access per the hauler's posted pickup plan.
