Hayward Municipal Code requires residents to place refuse, recycling, and organics carts at the curb or designated collection point by 6 a.m. on the scheduled collection day, or the night before. Carts must be returned to a screened storage area out of view from the public right of way by the end of the collection day. Place carts on a flat, paved surface with the handles facing the home and wheels toward the curb. Maintain at least three feet of space between each cart and between carts and any obstruction such as mailboxes, vehicles, utility poles, or low-hanging wires, so the automated truck arm can operate. Carts may not be placed where they block sidewalks, bike lanes, driveways, or fire hydrants. Lids must close completely; extra material outside the cart is not collected. Repeated violations may trigger courtesy notices and administrative citations from Code Enforcement.
