Livermore, CA Trash & Recycling: Bin Placement Rules (2026)

Livermore Municipal Code Section 8.08.040(E)(1) requires single-family cart customers to place their solid waste, recyclable materials and compostable materials carts on the street against the curb in front of the premises, positioned as the franchisee directs, unless the owner or occupant has arranged backyard or side-yard service instead. Where no curb exists, the code allows placement no more than five feet from the outside edge of the street nearest the property's entrance. Multifamily and commercial cart customers follow the same placement rule under subsection (E)(2) unless the franchisee approves an alternate spot, and bin or debris box customers must use an enclosure facility built to Article VIII standards.

Timing is separately controlled under subsection (H)(1): occupants cannot set carts at the curb any earlier than sunset of the day before the scheduled collection day, and every emptied container must come off the curb into screened storage, out of public view, before midnight of the pickup day. If a customer and the franchisee disagree about where a cart belongs, subsection (F) puts the City Manager in charge of designating the placement location, and subsection (G) separately obligates the franchisee to protect containers against fire and weather hazards, including compliance with California Fire Code Section 1103.2.1 for combustible-material containers.
