Section 46-6 requires that preparation follow regulations the Commissioner promulgates. Multiresidential complexes follow a different mechanism: § 46-7 requires the owner, manager or superintendent to build and maintain a recycling collection area within 180 days of the program's start, and § 46-8 requires recyclables placed there to follow the same Commissioner-issued preparation rules.
