5, added in 2009, bans placing any point of a roll-off container or dumpster on public roads, within six feet of them, on rights-of-way, or on sidewalks, with no time-of-day exception. The section names who can be held responsible: whoever caused, ordered, placed, requested or directed the container to be placed there, or whoever uses, maintains, owns, leases, rents or otherwise controls it.
