Section 117-2(B)(2)(b) requires the permit be affixed near the cab on the driver's side of the transport vehicle, and the container must show the owner's name and phone number in letters at least four inches high on two opposite sides; failing to affix or display the permit properly is itself a separate violation.
The Town Clerk charges twenty-five dollars ($25) for each dumpster, compactor unit or roll-off container listed on a license application, per § 117-7(A). Placement is also regulated: § 117-21(C)(4) requires mechanically-loaded commercial containers to sit where shown on the site plan or at the rear of the building, covers or loading doors closed except while loading, and never positioned to block vehicular or pedestrian traffic (roll-offs used solely for construction and demolition debris are exempt from the cover requirement). Any unlicensed container found on public property is deemed abandoned under § 117-21(D)(2), and the Town may seize it without notice.
A licensed container that falls out of compliance can also be seized after 48 hours' written notice by certified mail. Owners recovering a seized container must pay a $500 impound fee plus $50 for every day the Town holds it, and containers left unclaimed for more than 30 days are declared abandoned and forfeited to the Town; an unidentified claimant may reclaim one after five days by posting a refundable $500 deposit.
