Concord requires use of Republic Services-issued carts in three colors: gray (garbage), blue (recycling), and green (organics per SB 1383). Carts must be within 3 feet of the curb, lids fully closed, and not overfilled. Extra or overflow material outside the cart is not collected. Cart sizes are 20, 32, 64, or 96 gallons with rates scaled to volume.
Under the Concord-Republic Services franchise and Concord Municipal Code Title 6, all solid waste must be contained in hauler-issued carts. Three-cart service is mandatory: gray (landfill-bound garbage), blue (commingled recyclables per AB 341), and green (organics, food scraps, and yard waste per SB 1383 and AB 1826). Carts must be placed at the curb with lids fully closed; overfilled carts (lid propped open) may be tagged and skipped or charged an overage fee. Hot ashes, liquids, hazardous waste, e-waste, batteries, and medical sharps are prohibited from carts. Rates are volume-based: 20-gallon "mini" and 32-gallon carts carry lower monthly rates than 64 or 96-gallon carts, giving an economic incentive to divert to recycling and organics streams. Damaged or stolen carts are replaced by Republic at no charge for normal wear; intentional damage is billed. Multi-family complexes and commercial sites typically use shared bins (1β6 cubic yards) and must provide separate recycling and organics collection under AB 1826 and SB 1383. Contamination of the recycling or organics streams may trigger tagging, rejection of the load, or educational citations under the SB 1383 enforcement authority.
