Prohibited in the blue cart: plastic bags and film (take to grocery-store take-back per AB 1884/SB 270 infrastructure), polystyrene foam (Concord has no EPS ban, though Contra Costa County is considering one), food-soiled paper (put in green/organics cart per SB 1383), hazardous waste, e-waste, batteries (use Contra Costa HHW facility in Martinez), syringes/sharps, and tanglers (hoses, wire, clothing). California Redemption Value (CRV) containers can be placed in the blue cart or redeemed at a CalRecycle-certified buyback center for the 5Β’/10Β’ deposit under the Beverage Container Recycling Program (PRC Β§14500). AB 341 requires commercial generators of 4+ cubic yards/week to arrange recycling service. AB 1826 expands mandates to organics, and SB 1383 now imposes universal organics diversion. Concord residents have access to Republic Services' educational materials and a free bulky-item pickup twice per year that includes some recyclable diversions.
