Section B6-2(A) of the Municipal Code requires the property owner of every Occupied Property to subscribe to an Adequate Level of Collection Services from an Authorized Collector and pay for it, unless the property has been granted a waiver under subsection D. At minimum, that means three separate collection containers, one each for Solid Waste, Organic Materials, and Recyclable Materials, in the smallest size the collector offers, unless a waiver applies. The city's Director can review the number and size of containers at a property and order adjustments to meet the chapter's standards.

Generators must place source-separated organic materials, recyclables, and solid waste into their respective designated containers and may not place Prohibited Container Contaminants into any of them. Solid Waste and Organic Materials must be collected at least once every seven calendar days, while Recyclable Materials may be collected less often only if they are not unreasonably contaminated with food scraps or other putrescible material and less-frequent pickup does not create a health, safety, or fire hazard. New occupants must start service within seven days of moving in, and owners of vacant properties may cancel service for stays of thirty or more consecutive days.

Multi-family and commercial properties may share a single subscription under specific conditions, and property owners must give every tenant, residential or commercial, convenient access to the organics and recycling containers.
