Section B6-11(A) of the Municipal Code prohibits placing, storing, or keeping any Solid Waste, Organic Materials, or Recyclable Materials container on a public street, sidewalk, footpath, or public place, with narrow exceptions. on collection day itself. If the Authorized Collector fails to service a container as scheduled, it may stay at the curb until it's collected, and materials placed out for a periodic bulky-item or clean-up program cannot go to the curb more than twenty-four hours ahead of the scheduled date. Commercial and multi-family properties operate under a tighter rule: containers must stay inside their enclosure or other approved storage location on private property except for a two-hour window before and two hours after collection.

Section B6-11(B) additionally requires that, at commercial and multifamily sites, organics and recycling containers sit reasonably close to the solid waste container so they're no harder to access, that containers carry prominent signage explaining proper sorting, and that every enclosure or trash room hold all three container types together. If the Chief Building Official finds an existing enclosure too small for all three streams, a property owner may place a container outside it in a lidded, leak-proof unit under Section B6-10 without being cited under Section B6-131(E)(21), though new enclosures must fully contain all three container types per Zoning Ordinance Section D3-11.
