040 of the Hammond Code of Ordinances tells residents exactly where a garbage or rubbish container has to sit for pickup. On alley-served properties the cart belongs on the alley line; where the Sanitation Department does not collect from an alley, the cart goes adjacent to the street instead, and only in a neat, orderly and sanitary manner on the day the city has designated for collection. Once the truck has emptied it, the container must go back to the rear of the premises that same day, not sit at the curb overnight.

040(A) is explicit about the consequence of getting it wrong: no pickup is made if the container is not accessible from the public street or alley, or if it sits more than 3 feet from the street or alley line. 039 layers on the container itself: only city-approved 90-gallon or 65-gallon carts qualify, the Sanitation Department can pull any nonconforming container off the alley, street or parkway, and every tenant or owner has to keep their cart in good condition and free of anything that could create a fire hazard or harbor rodents and insects.
