Hammond, IN Trash & Recycling: Dumpster Rules (2026)

In the City of Hammond, Indiana, dumpsters and roll-off containers are regulated as part of the waste-hauling permit chapter, not the residential cart rules. 061(A)(1) of the Hammond Code of Ordinances assesses a $250 fee per waste-hauling vehicle, a category that expressly includes roll-off container trucks along with compactor, dump, pick-up, tank, vacuum and flat-bed trucks used to haul waste for disposal. 061(B), that permit runs on a calendar year and expires December 31, a hauler who misses the January 31 renewal deadline owes a $200 late fee on top of the $250 permit, and all fees are nonrefundable and nontransferable.

060(B) requires every permitted vehicle to be free of exterior waste residue and totally enclosed so material cannot leak, sift, blow or fall onto the ground. 063: any waste storage device at a permitted waste pickup point must have a top that both contains the waste against wind scattering and seals out rodents, flies and animals, the device has to stay clean of waste residue on its exterior with contents never rising above the structure, and it must be built so liquids cannot escape. 063(C) requires every waste storage device to meet Federal Consumer Product Safety Commission safety requirements.

062 gives the Board of Public Works and Safety, or its designee, authority to conduct additional inspections of waste pickup points as necessary to check compliance with the whole chapter.
