120(C) of the Hammond Code of Ordinances layers business, demolition and multi-family recycling obligations on top of the residential curbside program covered elsewhere in the chapter. 120(C)(1), every business located within the city, when applying for a license or permit or any renewal of one, must submit a plan describing how its solid waste will be managed, including the reduction, reuse and recycling steps it will take to cut its waste stream, and that plan goes to the Hammond Recycling Department for approval. 120(C)(3) applies it again to anyone permitted to demolish a structure, residential or otherwise, or renewing a demolition permit; both plans likewise go to the Recycling Department for approval before work proceeds.

120(C)(4) requires applicants for building permits covering duplexes, fourplexes and similar multi-family structures to submit a plan for managing the solid waste generated by future occupants, again built around reduction, reuse and recycling. 120(C)(5) reaches the haulers themselves, requiring any private garbage hauler that services a multi-family structure to maintain a recycling program for each structure it serves, so the obligation does not lapse just because a landlord contracts out collection. 120(F) and (G), which route event and city-function waste sorting, such as festivals and park events, through the Hammond Park Department and Sanitation Department for separated collection of glass, metal and other recyclables.
