The carts are property of Advance Disposal โ residents do not own them and should not paint, modify, or take them when they move. Damaged carts are replaced free by the hauler on request. Hesperia is a sprawling High Desert community with many properties on long dirt or gravel driveways; carts must reach the paved street edge or designated collection point, not stay at the house. Lids must close fully โ overfilled or sideways-lidded carts may be skipped because the automated arm cannot safely lift them, and exposed waste creates a wind-blown litter problem on the desert plain.
Leaving carts at the curb between service days, blocking the automated truck arm with vehicles, overweight carts (>200 lb), and storing waste outside the cart violate Hesperia Municipal Code Chapter 8.04 and franchise rules. Code enforcement typically issues a courtesy notice; repeat violations are infractions under HMC ยง1.16.010 ($100 / $200 / $500). Blocking a public right-of-way with a stored cart can also trigger a separate notice under HMC Title 9 nuisance provisions. Carts placed in a designated bike lane violate California Vehicle Code ยง21211.
