In multifamily complexes, dumpsters and enclosures must be located per the approved site plan and screened with a solid-masonry enclosure meeting Development Code Chapter 17.48 standards. Code Enforcement may issue administrative citations to residents who leave carts visible from the public right-of-way for extended periods, typically starting with a courtesy notice and escalating to fines for repeat violations.
