Sec. 24-12(a) makes it unlawful to keep solid waste anywhere, public or private, except in a container with a close-fitting lid that stays shut except when being filled or emptied, and puts the duty on the property owner to keep the storage area clean and sanitary. Sec. 24-12(c) sets the placement rule: each collection container goes on the curb in front of the premises, or at the side curb on a corner lot, and where the property backs a paved alley wide enough for a collection truck, the container can instead sit within two feet of the rear property line for alley pickup.

Containers cannot be placed earlier than 24 hours before the scheduled collection time and cannot remain at the curb more than 12 hours after collection. Sec. 24-12(b) sets minimum pickup frequency: household waste must be hauled away at least once every seven days, and waste from hotels, restaurants, boardinghouses and similar businesses at least twice every seven days, with the city manager authorized to require more frequent pickup if a location becomes a nuisance. Sec. 24-14(a) separately requires every person receiving service to keep their receptacles clean, sanitary and unbroken, and Sec.

24-14(c) lets the collector or city manager tag a noncompliant container; no further collection happens until the cited deficiency is fixed, and a replacement container must be provided within 24 hours.
