Full Breakdown
Under HMC 6.08.020(K), it's a code offense to fail to provide safe access to the pickup point. Customers must place a roll cart or other container to be emptied outside any locked or latched gate and outside any garage or other building on the appointed collection day, positioning it at the curb or roadside as directed by the franchised hauler so equipment can collect it. The rule protects hauler access and safety; commercial and industrial containers or drop boxes may also be screened from view.
Violations & Fines
Failing to provide safe, unobstructed access to the pickup point on collection day is an offense under HMC 6.08.020(K), subject to the code's standard $500 penalty (HMC 1.08.010(B)); each day of noncompliance is a separate violation under HMC 1.08.030.
